LINE TECHNICIAN

1. POSITION SUMMARY:

The Line Technician will serve the members and support the goals of Jefferson Energy Cooperative (JEC) by effectively and efficiently providing optimal electric service to members/customers by performing diversified work of construction and repair involved in the distribution of electricity. To develop and promote the required adherence to all established safety rules, regulations, and practices.

III.       MAJOR RESPONSIBILITIES/ ESSENTIAL FUNCTIONS OF POSITION:

1. Construct, maintain and operate electrical distribution system and adhere to approved specification practices, procedures, and policies.

1. Perform overhead and underground line work, both construction and maintenance of energized lines.

1. Interpret maps, staking sheets, specs, blueprints, and diagrams.

1. Account for materials assigned to job.

1. Maintain thorough knowledge of JEC’s distribution line system, underground and overhead.

1. Interact with members/consumers in a friendly, courteous, and helpful manner.

1. Attend job training and safety meetings.

1. Line Technicians may be required to supervise the crew in the absence of the Line Supervisor.

1. Maintain assigned tools, equipment, and vehicles; advises Line Supervisor of need for repairs or new equipment.

1. Assists with trouble calls, as required.

1. Works cooperatively with other JEC employees to promote the "team" concept at all times.

1. Makes himself/herself available for any work that may be required at times other than normal working hours and will be expected to take part in JEC's “on-call" system.

The LINE TECHNICIAN shall be required to perform any other duties assigned in order to fulfill the objective of JEC.

1. County Utility Inspector: To coordinate JEC construction on state and county right-of-ways.

1. Other utility companies: To coordinate efforts.

External Entry into Line Technician Position

Line Worker

• Entry level
• High school diploma or equivalent
• CDL Class A

Apprentice Line Technician

• Lineman Technical school certification, or an associate’s or two-year technical degree in related field of study, or prior experience in line construction.
• Basic knowledge of electricity.
• Pass an oral and field examination that covers subjects such as:
• Industry standard safety procedures.
• Correctly test voltage in a meter base.
• Install secondary connections within a meter base.
• Correctly use an extend stick and handline.
• Perform pre-trip inspections on bucket truck and line truck.

Line Technician I

• Minimum 2 years’ experience in overhead line work.
• Pass an oral and field examination that covers subjects such as:
• Industry standard safety procedures.
• Pole climbing.
• Specification books.
• Safely operate line truck and bucket truck.
• Installing system components on distribution system using climbing equipment.
• Assisting in troubleshooting system outages.
• Installing and troubleshoot outdoor lighting.
• Install secondary connections inside padmount transformer.
• Install secondary connections on an overhead transformer.
• Applicants would be required to complete the Lineman Certification Program module 1 and exercise 1 within the first 12 months of being hired.

Line Technician II

• Minimum 3 years’ experience in overhead line work.
• Pass an oral and field examination that covers subjects such as:
• Industry standard safety procedures.
• Conducting work on energized three phase lines and poles.
• Understanding industry standard energy source control procedures.
• Interpreting staking sheets.
• Conducting a job briefing.
• Troubleshooting underground and overhead system outages.
• Installing underground distribution components.
• Installing three phase recloser and PKR bypass switches.
• Installing transformer bank for customer’s required voltage.
• Splicing underground primary cable.
• Able to operate as lead person on call.
• Applicants would be required to complete the Lineman Certification Program modules 1, 2, 3, and 4, exercises 1, 2, 3, and 4, and ITS Certification within the first 24 months of being hired.

Line Technician III

• Minimum 5 years’ experience in line work with at least 5 years of experience in overhead and 2 years of experience in underground line work.
• Pass an oral and field examination that covers subjects such as:
• Installing transformer bank to meet consumer’s required voltage
• Operating JEC’s three phase electronic reclosers
• Perform switching operations within a substation
• Perform switching operations to isolate and energize sections of line
• Troubleshoot/isolate underground faults on primary cable
• Working knowledge of regulators and controls
• Lead troubleshooting of system outages
• Exemplify dedication, leadership, and safety mindset.
• Able to supervise Crew in the absence of Supervisor.
• Applicants would be required to complete the Lineman Certification Program modules 1, 2, 3, and 4, exercises 1, 2, 3, and 4, and ITS Certification within the first 24 months of being hired.

POSITION SPECIFICATIONS

LINE TECHNICIAN

Job Knowledge, Training Experience: 

Required:

            Position requires a high school diploma or equivalent; satisfactory completion of an accredited lineman apprenticeship program; however, experience may be considered in lieu of educational requirements; valid Class A commercial driver’s license.

Preferred:

Prior lineman experience with satisfactory performance; ITS certification; DOT Flagman certification; CPR/First Aid certification.

Abilities and Skills: 

Required:

Position requires ability to meet and deal with the public;

Must be able to operate bucket, line truck, cable locator, and trencher;

Competent computer skills are required; 

Accuracy and attention to detail is important on staking sheets.

Physical Effort and Working Conditions: 

Occasionally lift up to 70 pounds.  Occasionally operates heavy equipment.  Must be able to stand, walk and stoop. Due to equipment weight limits, the technician must weigh 315 lbs. or less.

This position requires approximately 5% indoor work in a normal office environment and 95% outdoor work in all weather conditions. Overtime may be required during power outages, storms, or inclement weather. May be required to travel overnight for seminars and workshops, or longer for storm related activities/restoration.
