Position Summary:
Rutgers, The State University of New Jersey, is seeking a Energy Management Control Specialist for the Division of Institutional Planning & Operations (IP&O).Reporting to the Energy Management Manager; this position works independently and/or oversees, directs, and instructs Energy Management Control Technicians in performing a wide range of energy management system duties and high-level mechanical functions. The role requires troubleshooting, repairing, and maintaining pneumatic, electric, electronic, and direct digital HVAC equipment controls in various systems across approximately 60 campus buildings.
Among the key duties of this position are the following:
Inspects, repairs, calibrates, or replaces used and defective operating controls. Adjusts, calibrates, lubricates, and cleans operating controls on a regular maintenance schedule. Uses a variety of hand and power tools, computers, pneumatic equipment, electrical testing equipment, and measuring devices.
Performs instrument and controls diagnostics and is the senior team leader in the field. Performs preventative maintenance and repair. Detects faulty operation of equipment and reports questionable conditions to EMS Supervisor. Performs related duties as required. Maintains a regular building EMS equipment maintenance schedule and directs Energy Management Control Technicians.
Assists in the planning, coordination and installation of the energy management systems. Meter, control, maintain, and monitor various types of systems including, but not limited to, pneumatic air compressors and air dryers, HVAC systems, steam and hot water systems, and laboratory environmental control. Monitors and makes program changes to the operating systems, including Honeywell Excel plus, Excel 5000, and Automated Logic. Implements energy conservation measures. Addresses all emergency and non-emergency EMS services calls and directs Control Technicians to respond when needed.
Conducts inventory of equipment, materials, and supplies. Responsible for providing the estimated work, time, and listing of needed materials for control replacements or repairs to the EMS Supervisor. Provides guidance and instruction to Control Technicians.
Directs Digital Controls software programming and system graphic point mapping and design. Application support, developing, and maintaining web access applications of moderate complexity.
Minimum Education and Experience:
Bachelor's degree in a related field plus 2 years of related experience, or an equivalent combination of education and/or experience that demonstrates knowledge and understanding of energy management systems, HVAC controls, and digital control software programming.

The Energy Management Control Specialist inspects, repairs, calibrates, and maintains operating controls using various tools and equipment. The specialist assists in planning and installing energy management systems, monitors and adjusts operating systems, and implements energy conservation measures. They handle emergency and non-emergency service calls, conduct inventory, and provide guidance to technicians. Additionally, they direct digital controls programming and develop web access applications.
Physical demands include frequent standing, walking, manual dexterity, lifting up to 50 pounds, occasional climbing, good vision, and good hearing. The work environment involves indoor and outdoor settings, temperature variations, moderate to high noise levels, and potential safety hazards; requiring adherence to safety protocols and PPE.
