Position Description
Under immediate or general supervision, learns to perform and performs inspections and investigations of industrial and commercial facilities with the potential to emit air contaminants for compliance with air pollution control regulations; responds to citizen complaints regarding air pollution; issues notices to comply or notices of noncompliance when violations of state or District regulations are found; documents findings; performs and oversees Vapor Recovery inspections and investigations; provides compliance assistance to facilities; confers with industry representatives and explains compliance requirements; performs related work as required.

Benefits Summary
Retirement: California Public Employees' Retirement System (CalPERS) 2% at 55 plan or 2% at 62 plan, depending on member’s CalPERS status at time of enrollment.
District does not participate in Social Security portion of FICA, only Medicare.
Health Benefits:

$1,030 for employees with no eligible dependents
$1,714 for employees with one eligible dependent
$1,940 for employees with two or more eligible dependents
District also pays $151.00 per month towards PERS medical plans.
Employee Opt-Out Option: $500 per month
Vision and dental coverage for employees and dependents are paid by the District.
Life Insurance: $20,000 term policy, paid by District.
LT/ST Disability: 14 day elimination period for short-term & 90 day elimination period for long-term disability. 50% paid by employee and 50% paid by employer
Holidays: 13 paid days (2 are floating).
Vacation & Sick Leave: 15 Vacation days and 15 Sick Leave days per year. Vacation accrual increases after 10 years of service.
Deferred Compensation: 457 plan available through payroll deduction. No matching contribution by District.

Industrial processes and related mechanical, electrical, and chemical systems.

Sources, types and characteristics of air contaminants; various programs, including the Federal Operating Permit Program (Title V), Vapor Recovery Program, Asbestos NESHAP Compliance Program, and CARB Portable Equipment Registration Program.
Applicable federal, state, and local laws, codes, and regulations related to air compliance.
Computer applications including spreadsheets, word processing, database, and presentation programs.
Standard office procedures, practices, and equipment, including a computer and applicable software.

The District is responsible for air monitoring, permitting, enforcement, long-range air quality planning, regulatory development, education and public information activities related to air pollution, as required by the California Clean Air Act and Amendments (HSC Section 40910 et seq.) and the Federal Clean Air Act and Amendments (42 U.S.C. Section 7401 et seq.).
California Health and Safety Code Sections 39002, et seq. and 40000, et seq. require local districts to be the primary enforcement mechanism for air pollution control. Districts must have rules and regulations for the implementation and enforcement for the attainment and maintenance of federal and state ambient air standards.
