Position Summary:

Applies managerial skills and inspection experience to coordinate department operations. Manages a team of inspectors to provide construction inspection, warranty administration, trades coordination, and construction project quality assurance / quality control in the field. Provides leadership of the inspection group in conflict resolution for issues within the inspection process to ensure compliance with plans, specifications, contracts, rules, regulations, and laws in all new construction, building expansion, renovation, and redesign projects. Candidate is responsible for the assignment of projects based on scope and workload. Provides guidance to subordinates to achieve goals and objectives in accordance with established policies. Responsible for the training, administration, and staffing needs of the inspection group. Participates in the development and implementation of new standards, policies, procedures, and quality improvement programs. Ensures adherence to budgets, schedules, work plans, and performance requirements. As a working manager duties include performing inspection work on field construction and alterations to various buildings and coordinate all record-keeping requirements for inspections. Participate in pre-bid functions, construction, kick-off, and construction review meetings. Participate in standard specification reviews, pre-qualification of general contractors and sub-contractors, value engineering, plan check, site surveys, etc. The Manager Construction Inspection Services will use skills and knowledge as an expert, experienced inspection professional with full understanding of comprehensive inspection industry practices and policies and procedures, coupled with expert technical knowledge within a specific inspection area such as Electrical, Plumbing/Mechanical or Civil/Infrastructure. Perform the most complex inspections of construction work by contractors, as well as other personnel for new construction, alterations, and repair. Review design development and construction documents, specifications, and bid documents for construction features within specialty area prior to release for bid and participate in all required inspections, up to and including final inspection and final acceptance procedures. Demonstrate expert judgment in selecting methods and techniques for obtaining desired results. Oversee the work of other campus inspectors. As the expert on specific inspection issues, advise project management, the Director of Project Services and the Assistant Vice Chancellor or other Senior Management Group level building officials on specific complex inspection issues. This position is considered a subject matter expert at the location and often recognized as an expert externally in the industry. Positions at this level can only be filled by persons possessing highest level of technical expertise in their respective field, and the incumbent must quickly become familiar and obtain a detailed working knowledge of specific systems at the location

Bachelor's degree in related area and / or equivalent experience (10+ years in commercial construction) / training.

Ability to ensure compliance with codes and contract documents, while meeting project schedules and mandates Proven written, verbal, and interpersonal communication skills, including effective negotiation skills and well-developed political acumen. Demonstrated knowledge / skill in construction inspection, code compliance and plan-check. Demonstrated knowledge of campus / medical center construction environment including infrastructure and applicable rules, regulations, laws, policies and practices. Codes include California Building Code, California Mechanical Code, California Plumbing Code, National Electric Code, California Green Building Standard
Preferred:
Proven personnel management knowledge / skills. Demonstrated organizational and analytical skills. Creative problem solving skill and ability. Demonstrated financial management knowledge / skills.
Special Conditions Required:
