Lawrence Berkeley National Lab's (LBNL) Facilities Division has an opening for a Construction Manager to join the team.

In this exciting role, you will manage, plan and oversee construction projects within the Facilities Division. This position will manage and effectively plan construction and demolition activity performed by contractors to support scientific and operational efforts to meet the mission of Berkeley Lab. The Construction Manager will be responsible for overseeing day-to-today construction activity while assuring safety and permitting compliance, quality control, and general construction administration while minimizing operational impacts. The CM assures all construction projects are performed safely throughout the entire construction project. The CM will leverage excellent collaboration and communication skills to work alongside project managers, facility managers, craft supervisors, engineers and other key stakeholders to ensure successful completion of construction projects. The CM will manage multiple projects.

What You Will Do:

• Provide oversight, supervise and manage construction activities within the Facilities Division.
• Responsible for ensuring work is performed in a safe manner and in compliance with all LBNL and DOE Health and Safety policies, procedures as well as other applicable Federal, State and local policies.
• Lead the planning and scheduling of tasks that may involve complex preparations for streamlined and safe execution of work.
• Monitor work and coordinate inspections to confirm work is performed in accordance with code, drawings, and specifications.
• Manage day to day work updates in LBNL's Computerized Maintenance Management System (CMMS), Maximo.
• Effectively communicate with multiple stakeholders within and outside of the Facilities Division, including Environment Health and Safety (EHS), building managers, Fire Marshal, inspectors, and applicable Authorities Having Jurisdictions (AHJs), while keeping them informed about work status and schedule.
• Ensure all contractors are properly oriented with LBNL requirements prior to starting work to ensure compliance.
• Participate in the evaluation and selection of potential contractors that will be used to support construction work.
• Responsible for coordinating equipment access/shutdowns, as well as obtaining permits, and developing schedules to support subcontractor activities while minimizing interference with others' work.
• Responsible for coordinating site surveys.
• Generate detailed work orders that will be assigned to craft employees who will support construction work.
• Work with Craft supervisors and other internal stakeholders including planners to ensure work is scheduled.
• Coordinate the activity of subcontractors, LBNL in-house Construction Services staff and vendors performing work or supplying materials to the project.
• Responsible for maintaining a daily log of work activities for each active construction project.
• Prepare, support and review contractor submittals, requisitions requests, Requests for Information (RFIs) and change order requests in coordination with LBNL Procurement team.
• Take the role of the "Responsible Individual" for LBNL issued permits.
• As needed, perform LBNL inspections known as Simple But Needed and entry findings to track compliance with safety and other requirements.
• Act as a liaison with LBNL clients to ensure all parties are well informed and kept up to date on construction activity, schedule and expectations.
• Responsible for developing and/or reviewing construction schedules and evaluating construction estimates.
• Responsible for verifying work performed to support contractor progress payment requests.
• Ensure project plans and specifications for constructability, maintainability and cost effectiveness meet standards and expectations.
• Ensure "as built" drawings are properly updated throughout the project and turned over to LBNL at project completion.
• Effectively interface with LBNL personnel, contractors and/or vendors as necessary and needed to fulfill customer requirements.
• Ensure that work controls are in place and that safety requirements are identified prior to work being performed and that stop/pause work is implemented should hazards be identified during work.

What is Required:

• Bachelor's degree in Construction Management, Engineering or Business Management and minimum of five years relevant work experience including budget management in a multi-project environment; or equivalent years of education and experience.
• Demonstrated experience as a superintendent or professional construction manager-coordinating demolition, remodel and new construction projects of a broadly diverse scope, preferably on highly complex buildings OR experience with tenant improvements for government or institutional or industrial use
• Experience with maintenance estimating, planning and scheduling in a complex industrial plant or laboratory facility with multiple buildings.
• Experience planning and organizing support effort and material needed to complete a specific project or task.
• Knowledgeable of State and local applicable building and safety codes with demonstrated experience in applying and/or performing plan checks and code compliance reviews. Broad knowledge of California Building Codes and industry standards and practices in the facilities arena.
• Working knowledge of the regulations associated with asbestos abatement (EPA & CAL OSHA). Working knowledge of the UBC and Fire Code as related to commercial and industrial buildings. Understanding of biological and chemical hazards. Knowledgeable in the area of construction safety consistent with OSHA, NEC etc. standards.
• Experience in making decisions based on stated organizational goals and objectives. Ability to analyze and solve complex problems meeting a management or budget goal.
• Experience in applying planning and scheduling principles to the design, planning and scheduling of tasks or projects.
• Experience in developing and evaluating procedures, analyzing work requirements, and developing effective and collaborative solutions applying advanced technological skills and knowledge.
• Experience in the management of schedules. Experience and knowledge to generate time-based plans. Ability to write or interpret specifications of equipment and customer requirements.
• Knowledge of major environmental mandates and regulations such as RCRA, Clean Air Act, Clean Water Act, CERCLA.
• Ability to plan, organize and estimate multi-craft institutional building renovation/tenant improvement, remediation and demolition projects.
• Demonstrated client relationship skills with excellent interpersonal skills for customer-focus approach. Ability to interface between engineers, clients and craftsmen.
• Excellent oral and written communication skills.
• Demonstrated ability to use computers effectively for record keeping, report writing and communication.
• Demonstrated experience and skills in planning, prioritizing, organizing and applying time management skills to handle multiple projects at once.
• Experience applying analytical and problem-solving skills to complex problems.
• Demonstrated ability to take initiative, use sound judgment and provide solutions to ensure results.
• Ability to work independently and as part of a diverse team.

Desired Qualifications:

• Experience managing work using a CMMS or similar system.
• Extensive experience with electrical and/or mechanical projects.
• Knowledge of Department of Energy Orders pertinent to environment, health and safety protection.

• This is a full-time career appointment, exempt (monthly paid) from overtime pay.
