JOB DUTIES 35% - Preventative Maintenance Program Management/Data Management
Manages and assists in the integration of planned maintenance programs into Physical Plant Services - Building, Utility & Fleet Services, and others as directed. Provides maintenance program definition, design, cost estimates, and schedules for unit supervisors and campus customers. Monitors industry and other Universities for best pratices related to preventative maintenance program management. . Serves as liaison between Physical Plant and campus customers, clients, and divisions in the scheduling and performance of maintenance programs. Ensures that preventative maintenance utility shutdown and/or testing notifications go out to the campus customers. Manages contracts, schedules and supervises outside vendors performing specialty planned maintenance work.
Assures quality control of the planned maintenance work by documenting planned maintenance work and tasks, conducting periodic inspections of planned maintenance, and incorporating trade journeyman's or shop supervisor's suggestions toward refinement of the maintenance program. Responsible for periodic database record maintenance to ensure record accuracy and completeness.
20% - Preventative Maintenance Program Development
Routinely develops preventative inspection and maintenance procedures for new facilities or systems for Physical Plant Services - Building, Utility & Fleet Services and others as directed. Determines with the shop supervisor effective and efficient assignment of unit personnel toward planned maintenance. Determine the jobs that should be accomplished in relationship to the life expectancy of the building, structure, equipment or utilities system. Determines labor and material costs of inspection and maintenance procedures. Develops budgetary limits for implemented programs. Ensure that asset condition assessments are being done and that information is being updated in UCOP database (DM List).With unit supervisors determines when specific planned maintenance tasks are best performed by outside vendors and develops the scope of work for such tasks.
Initiates and assists Purchasing in the development of Requests for Proposal (RFP) for multi-year contract services such as roof and gutter maintenance, chiller maintenance, kitchen hood steam cleaning, and the five-year-fire-sprinkler testing program, etc.
15% - Technical Analysis and Administrative Shop Support
Observe in the field PM work being accomplished and perform analysis on ways to lean the processes and make them more efficient. Continue to develop and maintain tool for the use of creating new building funding for PM work performed by craft shops. Develops and maintains planned maintenance justification for buildings, structures, equipment and utilities systems. Create and analyze reports on preventative maintenance program for comparison to KPI's.
Collaborates with peers on FCA's (Facility Condition Assessments) when conducted by outside inspectors to help ensure systems that hold this information are accurate and updated periodically. This includes the opportunities to correct deficiencies (DM List) and the status of risk to mission ratings.
Act as liaison and resource for Physical Plant Services supervisors, campus faculty, staff, vendors, State, city and county agencies, the general public, and consultants. Independently responds to and/or field's inquiries, complaints, and concerns from various divisions, departments, outside agencies, concerning operational and work issues within the department. Researches and resolves problems, provides guidance to unit manager on action to be taken. Initiates improvements in the efficiency of workflow for the various trades' shops.
Coordinates emergency repairs during and after work hours.
Maintains the BU&FS Electronic Key Box system that stores technician's master key sets. This requires daily monitoring and training of B&US personnel on the use of the system. Performs hardware, software repairs, and develops key monitoring reports. This position is responsible for periodic hardware and software development for potential expansion of the system.
Responsible for hiring, corrective action, performance evaluations, safety training, employee development, on the job training, recommended salary adjustments, and employee performance awards. Supervises (1-2) part time student employees and oversees their day to day workload as it relates to administrative support of the Building, Utility, and Fleet Services unit of Physical Plant.
5% - Inventory
Develops and manages lists of all, equipment and utilities system components. Maintain a naming convention standard for Physical Plant related equipment. Continual development and refinement of naming convention standards for all other sub units of Physical Plant. Monitors historical information record-keeping as maintained by unit supervisors on any equipment operations, building, structure, equipment or utilities system failure. Develops and maintains a record retention system compatible with Campus Standards and UCOP Standards for the retention of these historical equipment records.
5% - Develops preventative maintenance budgets for both internal and external customers.
5% - Reviews procedures and recommends changes; ensures currency, relevance and adherence to internal and external regulatory requirements.
5% - Other duties as assigned.
QUALIFICATIONS Required Qualifications
Bachelor's degree in related area and/or equivalent experience/training.
Knowledge of building systems such as Heating Ventilation and Air Conditioning (HVAC), electrical, cogeneration, plumbing, fire alarm, carpentry, lock, paint, sign and building management systems.
Experience as a journey-level tradesman, field engineer, project manager, or other engineering duties preferably within a Higher Ed setting.
Experience developing and managing a facilities preventative maintenance program that uses a combination of in house staff and vendors services for specialty systems.
Knowledge relating to the design, application and implementation of business systems software and hardware as it relates to Enterprise Asset Management and Facilities Management including testing, support and training.
Knowledge of and ability to utilize PC software: FileMaker Pro, Microsoft Windows, Microsoft Excel, Microsoft Word and databases.
Thorough knowledge of business and process analysis and improvement functions. Reporting against KPI's.
Knowledge of ASME (state) and local codes, and the National Electric Code, Uniform Mechanical Code, NFPA 25, 70b, 70e and other State and local codes as required.
Requires excellent skills in records management area; word processing skills including knowledge of text editing, electronic database programs, and electronic mail; the ability to transcribe from handwritten notes or typed rough drafts, or to draft independently with speed and accuracy, and to proofread own work with accuracy; proficiency in the use of English grammar, including spelling and punctuation; formatting skills for correspondence, reports, meeting notes, agendas, workbooks, and statistical materials.
Knowledge of Facility Condition Assessments (FCA's) and Deferred Maintenance (DM).
Excellent organizational skills sufficient to prioritize and manage an office operation and concurrent tasks with constant interruptions.
Ability to estimate, plan, prioritize, schedule, and organize projects and work orders.
Ability to write reports, make recommendations, and analyzes technical and budgetary options for unit managers who administer funding sources or initiate policy.
Skills to supervise, including assignment and direction of work, delegation of responsibility, recruitment, training, evaluations, etc., such as that attained through experience or participation in training programs.
Knowledge of technical and safety training methods.
Experience exercising judgment in handling confidential information.
