The Water Quality & Operations Division of Tucson Water is seeking a dependable and innovative professional to manage a team of engineers and the design, construction, and maintenance of the Water department’s Supervisory Control and Data Acquisition System (SCADA).
Manages and monitors design, construction, and maintenance activities of the Water Department’s computer-based water control system
• Coordinates assigned supervisory personnel and their projects ensuring timely and quality activities for the benefit of the section, division, department, City, and the community • Oversees the planning, implementation, direction, and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner • Plans, directs, coordinates, and monitors activities related to the operation, maintenance, software development, design, and construction of the computer-based water control and electrical system • Evaluates program performance and identifies and resolves electrical and control system implementation and operating problems • Directs corrective actions to improve water control system effectiveness to meet the objectives of the department’s operations strategy • Develops and improves the operating plan and control strategies to maximize the cost effectiveness, redundancy, and reliability of the SCADA system • Supervises the acquisition, analysis, and maintenance of water control system data • Prepares statistical and other reports for management review • Prepares, reviews, and approves all control system related plans, specifications, and contract documents for conformance to standards • Monitors construction and installation activities related to control systems and the work of consultants and outside contractors • Coordinates water control system planning, projects, and activities with other divisions, departments, and outside agencies • Develops and administers the section budget with staff assistance • Monitors and performs water control system risk assessments regularly • Monitors and maintains SCADA systems from cyber security breaches and implements mitigation measures to prevent such security breaches • Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements • Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, taking classes, and participating in developmental activities • Plans, directs, coordinates, and monitors activities related to the operation, maintenance, software development, design, and construction of the computer-based water control system • Ensures code compliance by reviewing electrical plans, conducting research, preparing commentary, and consulting with engineers, electricians, inspectors, and supervisory staff • Ensures electrical plans and active facilities are compliant with National Electrical Code and applicable ordinances • Acts as a liaison between City agencies, consultants, contractors, and the public • Maintains technical and professional knowledge through such means as attending seminars, reviewing professional publications, and participating in professional organizations • Assists with implementing the department’s vision through division activities and leads the section for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating, and resolving grievances and other human resources actions • Champions the values of the organization through example and accountabilities

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profiles and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Practical Examination.
Practical Examination will be held August 19, 2021
Applicants who pass the Practical Examination will be invited to participate in the virtual Oral Board Interview.
Virtual Oral Board Interview will be held September 3, 2021
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant’s ranking on the Civil Service Employment List will be based on their final score which will be calculated as:
10% of the rating for education and work experience
40% of the rating for the Practical Examination
50% of the rating for the Oral Board Interview
Selection interviews may be conducted post-list by the hiring manager.
This recruitment will establish a Civil Service Employment List that will be utilized to fill all vacancies occurring within the next 6 months. Minimum Experience Qualifications: At least 5 years of experience in the design, implementation, maintenance, and management of computer-based control systems, of which at least 3 years has been in a lead or supervisory role in a related functional area
"Lead" is defined as leading at least one (1) full-time FTE in a work unit. It does not include leading projects, departments, contractors, interns, etc.
"Supervisory" is defined as having supervised at least one (1) full-time FTE.
An equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of this position may be considered.
Special Job Requirements
Valid and unrestricted driver's license
The ideal candidate will possess the above minimum qualifications as well as have relevant experience in the areas of:
Bachelor’s Degree in Management, Management Information Systems with coursework in computer control systems design or equivalent, or a degree in closely related field
Five (5) years of supervisory experience in the design, implementation, and maintenance, and management of computer-based control systems
Previous experience working directly with SCADA systems
Ability to explain technical information so it is easily understood by a non-technical audience
Ability to work collaboratively to provide timely and efficient service
Ability to establish and maintain effective working relationships with others
