The City of Geneseo is excited to announce the opening of recruitment for experienced leaders to serve as our community’s next Director of Electrical Operations. Geneseo, an Illinois City populated with 6,500 residents, is conveniently located on Interstate 80 just 20 minutes by interstate highway to a major international airport. There are eleven major Midwest cities located within 250 miles of Geneseo, including Chicago. The Mississippi River is a short distance away and easily accessible by one of the three major interstates: Interstate 80, Interstate 280, and Interstate 74. In Geneseo, you can have the values and advantages of a small, safe town while having close access to big town services.
Geneseo is governed as a non-home rule community under Illinois law with a charter ordinance and operates under a Mayor and City Council form of government. Currently serving over 3,700 customers, The City’s Electric Utility is responsible for the maintenance and operations of the City's electric generating facilities and its electric distribution system. In 2009 two Vensys model 77 wind turbines were installed and in 2015 a 1,232-kilowatt DC solar became part of Geneseo’s commitment to green energy sources. The generation capacity of the power plant is 37,747 kilowatts. Of this capacity, 29,840 kilowatts come from diesel and natural gas, 3,000 kilowatts come from wind, 3,690 kilowatts come from coal and 944 kilowatts from solar.
Geneseo is known for its beautifully restored Victorian homes on tree lined streets reminiscent of a Norman Rockwell painting. A thriving retail business and colorful downtown, coupled with old-fashioned festivals, parades, a local theatre group and ice cream socials complete the picture of life in Geneseo.
The City offers an excellent school system which often attracts new residents from the nearby Quad Cities. We are proud to have an outstanding medical staff and health care facility in Hammond-Henry Hospital. Downtown Geneseo offers many unique shops featuring gifts, clothing, home furnishings, furniture, restaurants and antiques.
The City of Geneseo is currently staffed by 65 full-time employees. The following are the number of employees in each Department: 6 Administrative, 2 Finance, 21 Police, 20 Electric, 3 Water, 4 Sewer, and 9 Public Works. The City’s total FY 2019 Budget is $20 million.
As a Public Utility owned by the customers it serves, Geneseo’s Electric Utility proudly brings power to over 3,700 customers each month. The utility provides reliable, quality, responsive and cost-efficient services in support of the health, welfare and growth of the City. This is achieved principally by effective operation, maintenance and replacement activities; a well-planned and executed capital improvement program; an active employee safety and training program; and a focus continuous improvement. Locally controlled and managed, the Geneseo Electric Utility provides rates that are among the lowest in the state.
The primary benefits of local utility management include greater reliability, efficiency and quicker responsiveness to customer concerns. Upholding the Electric Utility’s reputation for a high level of timely community and customer service will be important for the next Director. This includes interaction with the public, citizens and other community groups, other units of local government, and the business community. The Director must be able to communicate with a wide and diverse range of contacts in the public.
The Electric Department consists of Line and Power Plant Crews. The Line Crew consists of the Line Foreman, who also serves as the City’s Electrical Inspector, a Lead Lineman, a Groundsman, a Meter Technician, and 4 Journeyman Lineman. The City’s Power Plant consists of a Power Plant Manager, 4 Power Plant Operators, and 3 Power Plant Technicians. Facilitating positive relationships between the two crews that make up the Electric Department will be one of the primary functions of the next Director.
The Director needs to establish strong lines of communication with employees at all levels of the City and embrace relationship and morale building with the City’s staff. He or she must work closely with the City Administrator, Mayor, City Council and the Leadership Team to continue to encourage workplace positivity and high performance within the Electric Department.
The City is seeking a motivating and collaborative leader, with strong interpersonal and creative problem-solving skills. The ideal professional background and qualifications for the Director position include: •A minimum of five (5) years of experience managing a comparably-sized electric utility(including the accountability for personnel, facilities, operations, maintenance, and construction management), with eight (8) years preferred. •Graduation from an accredited college or university with a Bachelor's degree in electrical engineering or a closely related field, or an equivalent combination of education and experience sufficient to perform the essential functions of the job, as determined by the City. Additional relevant experience may be substituted for education on the basis of one calendar year of experience for one academic year of education. •Strongly preferred candidates will possess knowledge of electric generation, supply,transmission, distribution and metering, municipal budgeting procedures, and the MISO marketplace. They will have superior communication and presentation skills. Top candidates will possess proven abilities to demonstrate leadership in managing personnel, programs and budgets, to analyze and evaluate operating/maintenance issues, to direct and evaluate subordinate personnel, and to establish & maintain effective working relationships with customers, administrators, employees and the general public. •Ability to act as a strategic thinker, anticipating issues or trends and must be open to new approaches and technologies while also thinking beyond the walls of the power plant, understanding the needs of the City as a whole and of the region’s local government entities •Well-developed writing and public speaking skills •Excellent financial management skills, knowledge of capital planning and organizational management and a clear understanding of resource limitations •Ability to act as a motivator who can develop strong staff and employee morale while attaining a high level of productivity and accomplishment from the work force •Positive leadership abilities that motivate his/her team through reward and recognition practices, creating an environment that allows employees to reach their full potential •Proven experience in developing positive, cooperative and supportive relationships both internally and outside of City government
The annual salary range for this position shall be up to $110,000 annually, dependent upon qualifications. Residency is required within 20 miles of City Hall by your 6-month anniversary date with the City.
