Summary Director Wood Quality Control M.3
The Director, Wood Quality Control leads, develops and manages the business and technical activities of the Wood Quality Control (WQC) program, establishes organizational priorities and directs the day-to-day operation of Wood Quality Control, Inc., a wholly owned and separately funded subsidiary of NRECA. WQC supplies audit services for utility wood products, as required by Rural Utilities Services (RUS) to over 700 co-ops and other utility customers (RUS borrowers) across the nation and operates with an annual budget of at least $2.2 million. The Director assigns the responsibilities of the WQC field and office staff as needed, manages budget priorities, tracks revenue and expenses, directs all program marketing and promotional activities and oversees the performance of WQC's contracted primary monitoring/inspection agency to determine if all contractual objectives are being met, and takes any appropriate actions needed in relation to that contract.
Purpose and Mission
* Directs all WQC program operations. Provides motivation and leadership to the WQC staff and contractors, maintaining effective contact and oversight while they travel weekly in the performance of their duties. Resolves any conflicts in priorities and allocates limited resources to meet organizational objectives. Develops work-plans, monitors and advises on activities and budget to assure that all actions of the audit program are being accomplished to assure co-op customer satisfaction with WQC services and price and within RUS compliance and NRECA policies. * Develops budget, work plans, organizational priorities and objectives for the WQC program. Sets and tracks revenue and expense objectives, and prepares and submits annual WQC budget to the WQC Board of Directors and NRECA. * Sets performance objectives and maintains close liaison with owners and management staff of WQC's contracted primary monitoring agency, reviews ongoing performance, marketing efforts, and cost associated with approximately $2(+) million annual contract. Provides direction to contractor actions related to staff objectives and performance, and executes contract priorities and requirements as appropriate. * In conjunction with primary monitoring agency, develops a detailed WQC functional business plan, marketing program and budget. Directly oversees implementation of program, insuring that funded projects are initiated, completed, and paid for as scheduled while working within a set budget. * Identifies and resolves any wood producer or customer concerns about the WQC program or WQC products, arbitrating as necessary, any producer-inspector disputes over specification interpretation or product conformance. * Develops and conducts educational seminars and provides technical support to NRECA membership with regard to the purchase and use of treated wood utility products and represents NRECA in related industry professional organizations. * Works closely with NRECA BTS, Legal, Environmental, Communications and Legislative staff, statewide cooperative organizations and individual systems, preparing and presenting technical seminars, written comments and overview materials on cooperative requested topics having to do with all aspects of the purchase and use of treated wood products. * Performs ongoing assessments of individual manufacturing plant performance, and determine the need, at any point in time, for taking disciplinary action against a WQC authorized plant, such as determining plant suspensions or disqualifications as appropriate. This decision has an influence on WQC and manufacturer business opportunities. * Maintains a close liaison with RUS engineering staff responsible for developing and maintaining specifications dealing with treated wood utility products. Provide RUS with direct input on proposed specification changes and on the ongoing operation of the WQC program. * Serves on the WQC Board of Directors, and semi-annually provides a summary of overall program performance, including a detailed assessment of the activities of the program's authorized manufacturers and primary monitoring agency, to the WQC Board of Directors. * Assure all contents of the WQC website are up to date. * Working with Strategic Sourcing & Procurement this position is responsible for reviewing and revising, as necessary, all documents related to the operation and administration of the WQC program, including, but not limited to, plant contracts, the inspection agency agreement, etc. including determining the contract specifications, picking the bidder list, evaluating what is received, and selecting the vendor. Requirements and Qualifications
Formal Education Required Bachelor's Degree or equivalent experience (on a case by case basis). A degree in a wood science or wood-related field preferred.
Experience Required Ten years of demonstrated relevant industry experience working in the forestry industry in North America with at least five years' experience of managing people working in different locations a plus. Experience with wood product specifications, inspections, etc. preferred. Knowledge, Skills and Abilities Required: * Knowledge of treated wood products, preservatives and related topics as demonstrated by prior work experience. * Ability to develop and manage program budget, work plans, organizational priorities and objectives as demonstrated by prior work experience. * Ability to communicate, both verbally and in writing, with a diverse membership, employees and/or vendors in a clear and precise manner as demonstrated by prior work experience. * Ability to develop and/or deliver presentations and/or training workshops as demonstrated by prior work experience. * Ability to lead people and foster collaborative skills and consensus building while operating in a fast-moving environment as demonstrated by prior work experience. * Ability to effectively interact with others and work in a team environment and providing follow-up when needed as demonstrated by prior work experience. * Ability to use Microsoft Office tools (Excel, Word, Power Point) in the day-to-day essential duties of the job as demonstrated by prior work experience. * Ability to identify opportunities for improvement and make constructive suggestions for change as demonstrate by prior work experience. * Ability to travel as demonstrated by prior work experience. * Ability to operate various office equipment such as personal computer, copier, printer, fax machine or other job related equipment as demonstrated by prior work experience.
