The Gas Civil Engineer 2 position is responsible for managing and successfully executing projects planned by the Gas Engineering Department. The successful candidate will be responsible for defining project scope and cost estimates primarily related to natural gas distribution system expansion and fortification projects. The work involves coordinating internal and external resources to successfully execute projects involving new gas pipelines and facilities. Careful consideration of many factors in the project scope definition process is required prior to final design, these include construction costs, feasibility of project, easement/access, permits, expected schedule of a project, potential environmental hazards, along with compliance with various City codes, State and Federal laws. Research and design are main components of this job along with the ability to analyze survey data, maps, drawings, and aerial photography to fully define the scope of work, schedules, and budgets on a variety of design projects. Prepare and present reports, project status updates, traffic control plans and evaluate various reports such as geotechnical reports to consider alternative designs of infrastructure projects. In addition the Civil Engineer will provide technical advice and meet with City officials, consultants and contractors in regards to permitting and obtaining easements for projects where designs have changed and construction modifications become necessary.
Primary Position Responsibilities
Prepares field notes, overseeing design survey measurements and CAD drawings of underground construction projects such as gas pipelines, duct bank and bore profiles.
Works with System Planning, Designers, Staking Techs, Project Managers and Operations on the design of gas pipelines, facilities, duct bank and underground electric civil work.
Coordinates with other utilities regarding underground construction and identifying potential conflicts during design.
Maintains knowledge of, and keep current on, federal, state, city regulatory rules and regulations in regards to underground utility construction.
Keeps company assigned equipment or tools in proper working order.
Works with property owners or ED attorneys to acquire new easements for facility installation and/or relocation.
Works closely with TX DOT, municipalities, railroad companies and counties with the permitting and placement of gas or electric distribution facilities.
Follows company, state and other regulatory agency procedures and rules in the performance of all work.
Performs weekly service check on company vehicle.
Maintains knowledge in CoServ’s safety requirements in regards to distribution construction and standards.
Wears hardhat, safety glasses, boots, and other safety clothing and equipment as needed.
Monitors project by maintaining a process to schedule and monitor/report the progress of incoming, in progress, or completing projects.
Builds company image by being proactive in monitoring projects following through and assuring the projects are completed on time and within budget as designed. Working closely with engineering personnel, giving support and guidance as need to assure the department is running smoothly. Monitoring and assuring that the Project Manager’s, Project Engineer’s, and Business Development Representative’s inquiries and requests are responded to promptly, accurately, and in a professional manner. Producing quality maps and diagrams for crews, staking techs, and project managers or engineers and office personnel.
Designs and recommends various gas distribution infrastructure to be placed into the system -- this involves sizing pipe, verifying meter and regulator capacity, computing pressure and demand requirements for company and customer installations, assessing district regulators, city gate meters, etc.
Performs engineering calculations and analysis such as distribution analysis involving loads, pressure drop, Btu factors, system looping, meter and regulator capacities, reinforcement studies, etc.
Coordinates work with other departments such as Gas Operations, Project Engineering, or ROW in determining best place to route gas lines because of easements and with Accounting Department in matters that affect scheduling and proper accounting for projects.
Works with other engineers, consulting engineers and contractors in the design and construction of city-gate meter and regulator stations, district lateral, main and service lines and related facilities design.
Contacts local, state or federal agencies or other companies for required permits or to inform of plans for line extensions.
Produces cost estimates on various projects and monitors costs as projects proceed.
Coordinates with customers about planned expansions or improvement of customer facilities -- incorporates into two-year work plan.
Consults with commercial customers concerning rates and charges for construction as well as appropriate load and required gas facilities.
Prepares scope of work for various projects and lead meetings with contractors and inspectors during the bid process.
Works with consultants concerning ROW and procurement of easements.
Provides field data necessary to keep gas system model current.
Develops and maintain a thorough knowledge and recognition of construction units, specifications, requirements and construction practices and specification development of gas equipment and devices used within the gas distribution system
Develops and maintains a working knowledge of DOT and NFPA codes, local codes and ordinances, Texas Railroad Commission regulations and rules, rate tariffs, service rules, and line extension policies.
Develops and maintains a working knowledge of basic surveying methods and pipeline design and specifications.
Performs any other duties or activities as directed or as required by the position.
Complies with established CoServ safety and operating rules, procedures, and guidelines. Responsible for reporting unsafe practices.
Complies with established CoServ Information Security Handbook, procedures, and guidelines. Responsible for reporting suspected information security incidents to CoServ Information Security.

Attends yearly CPR and emergency first aid training.

Education and Certifications Required
Bachelor of Science in Civil Engineering from an ABET accredited university or equivalent work experience.
Professional Engineer in the State of Texas or able to obtain P.E. status within 2 years.
(3-5) Years of experience with basic knowledge of surveying practices.
(3-5) Years of project management or project engineering experience.
Knowledge of natural gas distribution systems, pipeline integrity management, and compliance with state and federal regulations.
Working knowledge of 16 TAC Part 1 and 49 CFR Part 192 relating to pipeline safety regulations
Experience using ESRI and ARC FM mapping software
Experience using Synergi Gas network modeling software
Experience with environmental regulations applicable to natural gas pipeline industry
Natural gas distribution and transmission SCADA and related database technology experience
Skills and Abilities Required
Must communicate well with Gas Operations, Project Engineering, Land Owners, Customers and Employees with regard to issues relating to the natural gas service provided by CoServ Gas.
Ability to work in an office and field environment.
