Hours: Monday – Friday, 8:00AM – 5:00PM
Under general direction, performs field inspections of residential rental structures for compliance with related codes and regulations. Prescribes action for conformance to codes and standards. Assists in the planning and implementation of owner-occupied and rental housing rehabilitation programs. Schedules, conducts and performs field inspections related to commercial, industrial, institutional and residential structures for compliance with codes and regulations. Provides information concerning the housing, building and zoning code enforcement and procedures to the general public and conducts public education and outreach. Attends Board of Appeals hearings and initiates legal action. Testifies and presents evidence on behalf of the City on matters related to housing and building code enforcement. Issues rental permits and closes out open building permits. Investigates and researches vacant and abandoned buildings. Identifies non-compliance issues associated with specifications and the inspected buildings and informs appropriate parties of lack of compliance with City standards; works with other inspectors and City staff regarding compliance issues and interpretation. Meets with building owners, tenants, contractors, developers, architects, general public and homeowners to answer questions concerning code requirements, including pre-design meetings. Meets with Development Services Building Inspectors and Legal, Planning and Engineering departments to answer questions or resolve problems with different properties. Assists with all aspects of rehabilitation projects. Conducts property surveys and processes bid and loan documents. Provides assistance to clients and contractors including outreach and guidance on home repairs and lead paint hazards in home. Assists with the administration of emergency repair, exterior repair, accessibility and energy conservation programs and some comprehensive and rental rehabilitation projects. Surveys dwellings, estimates feasibility and costs of rehabilitation, prepares bid specifications and cost estimates, reviews and evaluates bids and recommends project awards. Monitors construction work and repairs on projects to ensure compliance with all local, state and federal laws, as well as assurance to quality standards. Maintains detailed files for projects. Reviews and monitors all budges and expenditures for each individual project. Creates and prepares loan documents and duties pertaining to loan closings. Reviews and recommends approval of all rehabilitation payments and processes check requests. Prepares rehabilitation reports including expenditures and client characteristics and quarterly Housing and Urban Development contractor reports. Writes detailed construction specifications. Updates and edits construction and program manuals. Interacts with all City departments and divisions concerning development and administration of City ordinances and policies. Answers questions concerning code compliance. Enters information into computer and prepares reports, recommendations and correspondence. Establishes, submits and maintains records and reports on all inspections. Maintains files. Compiles statistical data for inclusion in annual reports. Recruits contractors for rehabilitation program and maintains prospective bidders list. Writes grant applications for housing rehabilitation. Conducts environmental review for all housing rehabilitation projects. Conducts Davis-Bacon interviews for community development projects. Represents the City in appeals of code requirements. Researches plans, standards, specifications and codes, and development of proposed changes. Investigates nuisance complaints. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. Performs all other related duties as assigned.
Minimum education, experience and certification
Associate’s degree from an educational institution accredited by a DOE recognized accreditation body or equivalent experience in a related field required. Bachelor’s degree in a related field from an educational institution accredited by a DOE recognized accreditation body or three years’ experience in construction/building trades preferred. Experience in construction/building trades preferred. International Code Inspector Certification required within 12 months of hire. International Residential Code for one and two family dwellings preferred within 12 months of hire. Certified Lead Inspector/Risk Assessor certification required within 12 months of hire if position works within Neighborhood Services division. Additional certifications above what is required in position announcement preferred including certified building inspector, certified plans examiner, electrical inspector, plumbing inspector, heating, ventilating and air-conditioning inspector. Valid driver’s license with satisfactory driving record required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check.
