Berkeley Lab's Environment, Health, & Safety Division (EHS) has an opening for a Electrical Codes and Standards Compliance Professional responsible for contributing to the successful implementation of ensuring compliance requirements are achieved for electrical equipment and system installations and modifications on assigned projects. Reporting to the Installations Authority Having Jurisdiction (IAHJ) and working under limited direction, this role serves as the Subject Matter Expert (SME) for field validation of inspection work as part of the Electrical Authority Having Jurisdiction (AHJ) program. In this role, you will review all energization plans, Electrical Validation and Authorization Package (EVAP) submittals, Method of Procedure (switching tag) (MOP), and test and inspection records prior to energization. This position will broadly apply principles, theories, and concepts in combination with working knowledge of related fields. It will use Facility Engineering concepts and Lab policies and procedures to solve a wide range of difficult problems in imaginative and practical ways.
Specific Responsibilities:
Serve in a Subject Matter Expert role to ensure uniformity of compliance with Facilities division policies, procedures, and standards in the review, evaluation and enforcement of all electrical and fire safety codes, industry standards, DOE Orders, EH&S Pub-3000, and other safety-related procedures.
Review all Energization plans, Electrical Validation and Authorization Package (EVAP) submittals, Method of Procedure (switching tag) (MOP), Test and Inspection records prior to energization.
Review electrical equipment installation designs for code and specification compliance.
Develop Inspection Matrices for electrical installation inspections/witness test, electrical testing requirements and energization procedures per contract documents.
Provide design review and inspection compliance clarifications and supporting documentation i.e. code, standards and or LBNL master specification sections, parts and language as applicable.
Provide clarification to Engineer of Record (EOR), Inspector of Record (IOR) and or Subcontractor's RFIs prior to the Chief Electrical Inspector or Authority Having Jurisdiction independent reviews.
Develop, edit, and update LBNL master electrical specifications and other related Construction Standards divisional specifications with the latest code of record updates, testing, and inspection requirements.
Review all non-National Recognized Testing Laboratory field examination reports and validate completion of corrections for required labeling.
Provide investigation, research, and professional engineering direction as to code and specification compliance in addition to testing and safety/equipment/installation equivalences when requested.
Develop and review prescriptive testing and inspection requirements for designs, installations, and for IOR inspections.
Comply with applicable LBNL, Federal, DOE, State of California, NFPA, industry design standards, codes, regulations, orders, and directives.
Use computer-aided drafting, spreadsheet, and word processing software programs to prepare installation standards, specifications and other electronic files to satisfy project-specific requirements.
Develop new installation standards and CAD details.
Organize and compile pertinent information for equipment files and electrical database.
Additional Responsibilities as needed:
Participate in other related activities (e.g. troubleshooting, commissioning, records management etc.) as directed from time to time by the Lead Electrical Inspector and/or AHJ.
Provide field inspection coverage at peak times or for sick or vacation leaves for Inspectors.
Provide support to the Unlisted Electrical Equipment AHJ of typically 2 to 4 hours weekly or as needed to achieve listing per a Nationally Recognized Testing Laboratory with manufacturer's product discrepancies.
May serve as lead in technical areas in accordance with LBNL policies.
Required Qualifications:
A minimum of 4 years of relevant work experience in the electrical or related field with a Bachelor's Degree in Electrical Engineering or related field, or an equivalent combination of work experience and education.
Must have a valid Professional Engineer (PE) License in the electrical or related field obtained by written examination to practice Engineering in the State of California. In lieu of the PE, both a valid International Association of Electrical Inspectors (IAEI) Plans Reviewer and IAEI Electrical Commercial Inspector certifications with relevant work experience would receive consideration.
Must have strong demonstrated experience in electrical design, plan review and field evaluation of electrical installations for code and standards compliance of office buildings, research laboratories, building utility centers, medium & low voltage power distribution systems.
Must possess a thorough knowledge of:
Electrical Engineering and design principles including power system analysis involving short circuit, arc-flash calculations, voltage drop, power factor and protective relay coordination.
Applicable electrical construction methods, selection of electrical equipment including medium/low voltage switchgears, and materials for facilities constructability.
Applicable industry and regulatory standards, National Electrical Code (NEC), safety codes, design standards and environmental regulations pertinent to the electrical engineering discipline including those contained in 10 CFR 851, OSHA standards, the Institute of Electrical and Electronic Engineers' (IEEE) National Electrical Safety Code (NESC) (IEEE/ANSI C-2), NFPA 70, NFPA 70E, DOE requirements, and other appropriate local, state, and national standards.
Must be knowledgeable on review, evaluation and enforcement of electrical and fire safety codes; industry standards; and other safety-related procedures.
Proven electrical design experience in preparing construction documents for projects involving specifications, medium and low voltage power distribution, raceway layout, underground duct bank, lighting, grounding, control schematics, connection diagrams, telephone, paging, fire alarm, CCTV, intercom and security access systems.
Expert technical and analytical skills with the ability to troubleshoot and solve complex and challenging problems.
Detail oriented and competent in time management, organization, planning and record-keeping skills.
Effective writing, public speaking, presentation and interpersonal communication skills necessary for the role and scope of work performed. Ability to read and understand codes and standards with application to plan reviews and issues resolution.
Experience working as part of a team in a diverse work environment within all levels of the organization.
Excellent customer service skills and ability to promote customer relations through partnering with customers and colleagues, including senior internal and external contacts.
Excellent analytical, problem-solving and decision-making skills to independently make sound judgments and imaginative solutions to extremely complex problems.

Must be flexible to work weekends and holidays in accordance with the planned work schedule.
Proven experience working across organizational and institutional boundaries with the demonstrated ability to work on multiple projects with varying priorities while meeting tight deadlines.
Hands-on experience of computer aided drafting software with knowledge of CAD workstations and computers, proficient with software applications related to engineering and design tasks, electrical data base management, cost estimating and project scheduling.
Ability to climb ladders and perform site walk-thru, at times around hazardous systems and equipment, to investigate as built conditions for the design documents and to inspect construction, equipment, systems, and structures.
Achieve Qualified Electrical Worker levels 2 and 3 in accordance with the LBNL PUB 3000 safety training.
Additional Desired Qualifications:
Advanced degree in related discipline.
Knowledgeable on review, evaluation and enforcement of all electrical and fire safety codes related to DOE Orders; LBNL Environmental, Health & Safety Pub-3000.
Possession of a valid California Driver's License is desirable.

Salary Range: $6,902 - $9,490 monthly.
